Enable repository snapshotting feature flag

In v10.7.1, we will introduce the GetSnapshot feature for Geo syncing. However, unless we enable the geo_redownload_with_snapshot feature, it will not be used.

We'll need to manually clear the feature cache on gprd (however that's done) before the updated feature flag will be noticed.
