Create a dedicated runner for chatops

We will create a dedicated runner in the gitlab-production project that will have both access to the database in gprd and the database in azure.

• Create the terraform config / chef config for the terraform runner
• Create the ipsec tunnel from gcp to azure
• Register the runner.
• Make sure the Docker executor is used so commands can use their own Docker image
