Configure Azure to use influx-relay and send all influx data to localhost

Since influx configuration is stored in the database and replicated between Azure and GCP, the influxdb configuration is shared between the two sites.
Since the IP addresses of the Azure and GCP hosts are running on different IPs, this means that GCP is currently sending it's influx data to a misconfigured, uncontactable IP.
This means that we're unable to verify the configuration. It also means that we'll need to add an additional failover step to reconfigure the influx configuration post migration.
@ahmadsherif suggested that GCP is using influx-relay on all hosts, and it would be easy to configure Azure to be the same.

If we do this, then there is no need for the additional failover step. Additionally, we benefit from being able to confirm that out influxdb is working correctly, as well as our dashbaords
