Migrate uploads to object storage

Once https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/3867 and its follow-up (which will add the Rake task) are on GitLab.com, we can start migrating uploads to GitLab.com.

Please update the current status in the comment section when worked on production

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
