Create a 3rd postgresql server in GSTG

With 2 nodes, a network outage can leave both repmgr nodes thinking they should be the master. With 3 nodes, repmgr won't do anything if a node can't reach any other node.

This will have the side effect of better mirroring the GPRD setup, and providing more data for our failover testing.
