<li> in DOM & removal of floating-vue

We need to have all the items in the DOM for to increase SEO

We can implement the same UX as snowflake as part of this issue since this will require removing the Floating Vue plugin.

The functionality to achieve is:

• hover over the tab, it shows the dropdown,

• then when user clicks on the tab, it should still show the dropdown (as though the user did nothing).
