Revert "Merge branch 'clarify-community-edition-can-have-support' into 'main'"
The change from !765 (merged) was not run through Support or Sales and requires some more thought and preparation.
- A license is used as a proof of support entitlement, see https://about.gitlab.com/support/managing-support-contacts/#For%20Self-managed%20Users. Strict cloud licensing means that offline license files aren't generated without sales approval.
- Verifying license compliance and calculating true-ups for Sales is not possible on CE.

https://about.gitlab.com/support/statement-of-support/#free-and-community-edition-users needs to be updated as well: one of the checks we do in Support is to verify they're running

packages. This change breaks that assumption.
I think this change is supportable, but there are enough other teams involved that this needs some prep.
