Create engineering docs in project

Buyer Experience has a /docs/ folder with a lot of information on how the project works.

This project should have the same directory, but with documentation catered towards this specific repository.

Link this out to our merge request template - engineers should verify that their code meets with the best practices and usage listed in these docs to the best of their ability
