Automatically scan projects for open source licenses

Overview

Currently, OSS applicants need to take screenshots of their OSI-approved license and upload them to our application form. Then, our contractor manually reviews each one in the SheerID Document Review Portal.

If we can automatically scan for OSI-approved licenses in GitLab projects, we can save this manual step.

This issue stores some early ideas. The work is not fully scoped.
