Discourse forum.gitlab.com - Update Forum categories by condensing similar categories
Problem to Solve
@bbehr is looking to add a GitLab for Open Source category to forum.gitlab.com to consolidate and streamline community discussion and announcements related to the OSS program. Based on the discussion in this issue and forum improvements raised by @dnsmichi in gitlab-com/marketing/community-relations/community-operations/community-operations#80, I'm proposing changes to the forum categories.

Proposal
Discuss condensing forum categories into 4 categories:
- General (includes How to use GitLab)
- DevOps (replaces DevSec Ops and includes CI/CD, Observability, IAC as Code and Cloud native)
- Learning GitLab (replaces GitLab Learn and makes the subject broader to also include Tips, Tricks, and Tutorial and possibly Head of Remote.)
- Community (includes GitLab for Education, GitLab PubSec User Group)
Updates:
- Discussions about the PubSec group in a thread below
- Support Ops relies on certain categories for notifications
Tasks

Discuss the proposal -
Based on dependencies, do the smallest thing first which is creating a subcategory for GitLab for Open Source and updating the Community category description. -
Follow up with category DRIs for any concerns for the Learning GitLab and Community category proposals. -
Consider turning off or moving the gitlab-blog
bot to another category as it's flooding the community category. -
Add documentation in the handbook for "Requesting/Suggesting changes to the forum" i.e categories -
Update references in the handbook about the forum -
Add an announcement post for reference
