Clarify language describing program benefits
We typically describe the GitLab for Open Source Program's benefits as including "GitLab Ultimate and 50,000 CI/CD minutes," but @ipedowitz rightly points out that this is not the clearest or most transparent way to describe what we're offering, because:
- "true" GitLab Ultimate includes priority support, which program members do not receive, and
- GitLab Ultimate includes 50,000 CI/CD minutes, so re-expressing that is either redundant or misleading
We'd like to begin incorporating this phraseology:
Features of GitLab Ultimate, including 50,000 CI/CD minutes, are free to qualifying open source projects.
We'll use this issue to track places where the language must be updated.
