Clarify on support options for OSS programs and how to report production incidents

Problem to solve

The support page suggest to open a community forum topic for OSS program support. This can be unclear for product bugs, regressions and breaking behavior on GitLab.com SaaS.

But we have license under OpenSource program that obviously do not include support and the first step described here Support 1 is to open a thread on the forum, not to fill an issue. But in the case of sev2 issue like this one it is counterproductive…

Proposal

@bbehr I suggest that you review the process for getting support, and how to handle product bugs or production incidents - after your onboarding is complete.

Potentially making it clear that product bug should always be reported to gitlab-org/* projects.

This requires DRI syncs with our support teams who own the support website. cc @greg as stable counterpart.
