Cleanse GitLab Marketing Site component in Argo Asset Dashboard

Summary

Remove automated request creation and clean up existing unlaunched requests for the GitLab Marketing Site component in the Argo Asset Dashboard to prepare for controlled external vendor translation workflow.

Background

• The GitLab Marketing Site component currently has automated MR-based translation request creation enabled
• We're transitioning to a controlled workflow using Translated (external vendor) with bi-weekly batches
• Need to prevent automatic request creation and clean up existing unlaunched requests to avoid budget overruns and workflow conflicts

Steps

• Set create_request: false for GitLab Marketing Site component in argo_translation.yml
• Close all unlaunched translation requests for GitLab Marketing Site component in Argo
• Change status of closed requests to indicate manual/external vendor handling
• Verify no new automated requests are being created after configuration change
• Document the component's new translation workflow status
