What is argo_translation.yml and its configurability and ownership

• Localization team as the DRI (with the project / repo / original (source English) content owner team as Consulted) should be maintaining the argo_translation.yml file to ensure that it reflects what should and should not be translated and how the files are translated to what languages
• Any changes to the argo_translation.yml file should made by the Localization team, and Loc team needs to ensure the project / repo / original (source English) content owner team is aware of the changes to help make sure that the changes are correct.
