Enable continuous localization for the entire docs-gitlab-com project to automatically trigger translation cycles when source files change.

Rationale The docs-gitlab-com project contains content that requires timely updates:

• Repeated elements that appear across the entire site:
  • Navigation files (__navigation.yaml)
  • Footer content
  • Other shared components
• High-visibility pages that users frequently access:
  • Homepage
  • Main landing pages

When these elements fall out of sync with translations, it creates a poor user experience and can break site functionality.
