Disable Japanese translations for archived docs versions

Follow up on this relevant thread: #88 (comment 2876130330)

Problem

Currently (i.e. when we launch the JA version of the https://docs.gitlab.com/ site) there is no mechanism to differentiate translated language availability between the latest docs in JA and archived versions in JA (like in English where 18.5 would be the recently released thus archived , 18.6 being current published, but not yet released)

Goal

Implement a solution to display only latest unreleased version of Japanese translations, while archived versions remain English-only.

Technical implementation

• Create a separate hugo.yaml override config file that disables JA (for examplelanguages.ja-jp.disabled: true) for archived versions during the build process
• Update the target of the build-archive make (in this Makefile https://gitlab.com/gitlab-org/technical-writing/docs-gitlab-com/-/blob/main/Makefile) to use that override config
• ..test
