Definition of Project Scope for Docs Site

Background

With the ramping up of docs site localization, Spartan team articulated mid-September that there was a need for Scope Documentation for this project. In this issue, we will discuss previous scope discussions and confirm alignment. Separately, action on next steps from a tactical perspective will be highlighted here as well.

Goal

To confirm scope of project that can inform strategy for documentation set up as part of their translation ecosystem. Once complete, this documentation will be posted to our top level epic.
