Push product docs image localization solution upstream

The POC of Image Localization has been completed and have already been merged to the main-development branch.

I think we should begin with a focused merge request that enables Hugo to build the /ja-jp/ site. This MR should include the necessary changes to hugo.yaml, like the configuration updates outlined here, along with a flag to easily toggle this functionality on and off.

By keeping this initial contribution isolated, we can ensure alignment with the upstream team on how we're utilizing this feature. Once this foundational MR is merged, I think then we can move your code here upstream.

The engineering team is still in discussion whether we'd require to have some level of foundational MR before the POC of Image Localization can be directly merged upstream on this thread.
