Add Translation Disclaimer to Japanese docs page

Following the legal team and Japan team's recommendation as well as a localization best practice, we need to add a disclaimer to the new Japanese documentation page informing users that the English version should be considered the most up-to-date and source of truth in case of any discrepancies or doubts.

What needs to be done:

  • Partner with legal team on the verbiage of such disclaimer.
  • Involve the JA team to localize it in a way that resonates in the best way possible for our JA audience
  • Inform the TW team of this initiative so that they're aware and align.
  • Ask Product Design team for assistance on designing it.
  • Plan the implementation of the banner with engineering team
    • Sticky banner preferably following GitLab's design principles.
    • Take this need into the account in the Docs Global Gateway epic
