Controversial pages that were decided to get translated

The Technical Writing and Localization teams agreed on Oct 8th to get the deprecations and versions pages translated. We will not be translating previous released versions of the docs site but we will offer translations of the ealier versions of GitLab.

Versions

As per feedback from Japan Support team, and also due to the fact that we will only localize the latest version at the moment of lauching the site, we can exclude these pages for translation for now.
