Which colocation facility

We're using https://gitlab.com/gitlab-com/infrastructure/issues/727 for the hardware we're considering. Let's use his to decide where to host.

Needs apart from the obvious:

• AWS Direct
• East coast (since we have people in the US and Europe)
• Remote hands service
• Ability to upgrade from racks to a cage

So far QTS looks best.
