Enable FDW on the Geo testbed
As the new Geo testbed increases the number of synced objects, a number of queries are taking an increasingly long time due to the lack of FDW support on the secondaries. In particular, reading the geo node status takes more than the default timeout of 10 seconds!
As we're almost on top of FDW support in %10.3, I think it would be good to enable it on the the secondary. We already know the non-FDW path doesn't function well at large scale :)
