Can't fork gitlab-ce

AKA "nobody can contribute"

History / background

Community member was trying to make a minor change and created this issue on GITHUB! https://github.com/gitlabhq/gitlabhq/pull/10454#issuecomment-337340967

@mydigitalself then:

1. deleted his existing fork of mydigitalself/gitlab-ce and then immediately tried to fork again into that
2. just in case the delete/fork timing was an issue he also forked into mbtesting/gitlab-ce
3. After 15 minutes, both forks bombed out

Unable to fork project 4419908 for repository gitlab-org/gitlab-ce -> mydigitalself

Unable to fork project 4419926 for repository gitlab-org/gitlab-ce -> mbtesting

The project is left in a state without a repo
