GitLab upgrades cause database restarts
When you upgrade the GitLab package on a database server, even if it's by accident (e.g. you run chef-client
without knowing the package version is not the latest), Chef will happily restart the local PostgreSQL process. This in turn can lead to downtime. Worse, if automatic Chef runs are enabled this can happen at any time.
We have to somehow tell Chef to never automatically restart PostgreSQL. I'd much rather do this manually, as annoying as that may be, instead of ending up with downtime for 1-2 minutes.
