Apply WAL-E backups to other database servers

We need to enable WAL-E streaming backups for the following servers:

• license.gitlab.com
• version.gitlab.com
• chef.gitlab.com
• swedish.chef.gitlab.com
• packages.gitlab.com (MySQL 🙁)
• cog.gitlab.com (not important and different)
• customers.gitlab.com
• dev.gitlab.org
• sentry.gitlap.com
• sentry-infra.gitlap.com

@northrup is this a chef role yet? I know we discussed it becoming one, but I'm unaware if it exists yet.
