Move version-gitlab-com to GitLab.com

We need to move https://dev.gitlab.org/gitlab/version-gitlab-com to GitLab.com
Repository should be marked private.
Doing this is important to increase our workflow: it will be integrated with the Todos and will be top of mind for everyone who needs to work on them. As we will work more on them in the near future, they have to be treated as first class citizens.
Make sure that the impact of moving them in terms of infra (Chef recipes, connections to external servers?) are covered.
