Add alert for when read/write drop to 0 for while in the master database

Using deriv(pg_stat_database_tup_fetched{fqdn="db1.cluster.gitlab.com",datname="gitlabhq_production"}[2m]) (but picking the master some other way, not by name)

We should probably alert when we have one minute of this situation or something alike.
