Determine focus and goals of Security Culture Committee

Current situation

Currently, the main role of the Security Culture Committee is to ensure the continuity of future Security Culture Committees. This is done by facilitating the nomination, election, and handover processes for the SCC.

Proposed change

1. brainstorm ways that this SCC can benefit our Security team and company
2. define shared goals for this iteration of the SCC
3. update the handbook to reflect any changes to SCC's intent and goals

Expected outcome

• Discuss and identify opportunities for the SCC to bolster our values and benefit our Security department, GitLab team, and wider community
• Clearly define and document the goals and intent of this iteration of the SCC
