renovate cannot read container-loader

What

container-loader is required for updating manifests needed by Dedicated in tenant-observability-stack and relies on renovate to stay up to date. However, renovate is unable to read the container-loader package. I believe this may have something to do with the scope of permissions on the renovate token being used here but I am unable to investigate further.

@reprazent or @hmerscher are either of you available to help me run this down?
