chore(deps): update pre-commit hook gitlab-com/gl-infra/common-ci-tasks to v3

goreleaser had a broken cosign version that prevented each release to
complete.

This will trigger a new release now that
common-ci-tasks-images!907
rebuilt the 2.12.7 image with the old cosign v2

fix: broken CI release pipeline
