Discuss critical path for Organizations on Legacy Cell and feature parity

There are numerous issues and epics related to rolling out cells. However, this project extends over multiple years and this has created some ambiguity in the features for the critical path to internal and customer use.

Problem

Organizations at the current state does not contain features that will make it viable to move GitLab internal team projects/groups to an organization. We need to establish the strict list of features needed to start moving internal projects over on the legacy cell.

Additionally, but external users, we want them to have a similar experience when adopting an organization as they have today. It shouldn't be a downgrade to adopt and Organization setup
