Include other service SLIs with a feature category into the error budget calculation

Some services have indicators that directly include a featureCategory: annotation.

We should include those inside the feature category metrics labeled with the type and component from where they are emitted.

For example, the shared_runner_queues component of the ci-runners service.

For these we could aggregate a recording into the gitlab:component:feature_category:execution* metrics labeled with the component name.
