Remove env from mimir-rules path format

?If we don't separate recording rules by
env
then I think we should havemimir-rules/<tenant>/<service>
. but that's out of scope for this MR.
Even if runway
or any other tenant decides to split by env, it would've been a new tenant with the respective runway-gprd
and runway-gstg
name along with the selectors. Having an extra env directory doesn't seem adding any value.
