Confirm mimir cannot page EOC while in pre-production state

We need to be certain that the following is accurate:

1. We have adequate silences to cover any alerts that the mimir infrastructure may emit.
2. Alertmanager is not running or not configured in production for mimir so that our testing doesn't disturb the EOC.
