Incorporate the mimir mixin into the runbooks

Mimir comes with a mixin that defines multiple dashboards an alerts applicable to mimir: https://github.com/grafana/mimir/tree/main/operations/mimir-mixin

These dashboards are currently manually deployed, and unmanaged, we should move this into the runbooks and make sure that all dashboards have data.
