Fork archived repository for gcp-quota-exporter

Right now, we use https://github.com/mintel/gcp-quota-exporter for GCP quota saturation monitoring on both GitLab.com and Code Suggestions workloads. The repository was archived in June 2022. To maintain and extend project, we must fork to GitLab.com.
