Generate capacity planning reports per tenant

With Tamland data now available for Dedicated tenants, we can implement report generation and deployment.

The goal is to get per-tenant reports with the same report type as we use for GitLab.com (see https://gitlab-com.gitlab.io/gl-infra/capacity-planning-trackers/tamland-staging for an example).

The underlying data for the report resides in the tenant-local S3 bucket. The report generation mechanics are implemented in Tamland itself and can be executed, e.g. from the tenant cronjob, too.

As a result of generating the report, we get a static site (see https://gitlab.com/gitlab-com/gl-infra/capacity-planning-trackers/report-example-for-dedicated which has a complete report committed to the repository).

The idea is to push the report into the same tenant-local S3 bucket we use already and from there, serve it internally (Serve Tamland report for Dedicated tenant for i... (#2650 - closed)).
