Clean up mailroom Sidekiq delivery strategy

After the new webhook strategy is rolled out for GitLab.com, self-managed instances, and GDK, we don't need the sidekiq strategy anymore. There are configurations here and there in Mailroom helm chart, Omnibus, and Rails code base. We should wait for one or two next major releases, just for sure.
