Add tooling links to the rails_requests component

Currently the rails_requests component does not have tooling links.

We should add those, minimally with a filter showing slow requests and showing the fields added in gitlab-org/gitlab!71583 (merged).

Ideally, we'd be able to add filters to these tooling links to filter by feature category to for the dashboard built in #1365 (closed)

It would also be nice to add some kind of (build time) templating, to avoid issues like gitlab-com/runbooks!4129 (comment 774311193)
