Availability target as a range

Having a range that we want the error budget for a stage group to be in rather than > 99.95% would allow us to work on better SLIs and SLOs

We could suggest that the if the budget is > 99.96% then we should look into improving the SLIs (setting tighter urgencies?), if the availability is < 99.94% then we suggest on improving the application's performance.
