Implement replacement for PackObjectsHook using Unix sockets

Discussed in #1051 (comment 645634595)

Outcome: we have a feature flag that toggles between the old PackObjectsHook and the new PackObjectsHook2 so that we can roll out the new RPC in production (in #1187 (closed)).
