Generate 2 recommendations to help Source Code reduce their error budget spend

In mstaff#68 we committed to helping the stage groups with the largest error budget spend.

As of the 18th of June, Source Code is the second-highest group for slow puma requests, and in the top twenty for sidekiq_execution errors.

Please can we take a look through their error budget spend and see if there are any recommendations we can make? We should also check if the items we find are already known and scheduled before we present them.
