Migrate gitlab ci-runner to Ubuntu xenial

Currently, the ci-runner is only instance provisioned from bionic ubuntu. The gitter team won't have capacity to migrate infrastructure to Ubuntu 18.04 and so it's going to be better to unify all "new" infrastructure to xenial.
