Add alert and monitoring to ops.gitlab.net

While working on the steps to migrate ops, I noticed that ops does not have any type of monitoring or alerting with the exception of a blackbox rule checking the sign on endpoint running in gprd prometheus. We should enable node and gitlab exporter and add some alerts.
