pages not restarted during deployment

Investigating https://gitlab.com/gitlab-org/gitlab-ce/issues/57814 @nick.thomas found out that pages daemon hasn't been restarted during RC deployment.

Can we restart one gitlab-pages at time in order to fix that problem but avoiding an outage?
