Monitor/report length of CI queue

gitlab-com/support-forum#771 highlights the need for better monitoring and feedback for users to know when CI jobs are backed up (or whether there are issues).

What can we do quickly to have better monitoring/feedback? (e.g. Query DB for number of "pending" jobs)?
