Discuss setting an SLA for GitLab.com

Overview
It's a typical enterprise need to have some type of uptime SLA for SaaS services. These SLAs generally define an uptime goal for the delivered service and may involve some credit back to the customer if some threshold gets exceeded. See an example SLA for AWS as an example.
We should consider how we might set an similar SLA for GitLab.com. We'll need:
- A single, reliable source of truth of GitLab.com uptime
- A reasonable service level threshold (which we can tighten over time)
- Legal's eventual assistance on the agreements and definitions in the SLA itself.
