Generate alert manager alerts when elastic watcher alerts fail

During the abuse-driven outage https://gitlab.com/gitlab-com/gl-infra/production/issues/516, certain Elastic Watcher alerts were firing, but failed to be delivered to Slack due to a typo in the channel name.

As we add more elastic watcher jobs and rely more on this technology, it's important that we get alerts when it fails.
