Multiple timeouts for https://gitlab.com/gitlab-org/gitlab-ce/tree/master

We have been getting paged for short-lived timeouts on https://gitlab.com/gitlab-org/gitlab-ce/tree/master

It looks like there was a performance trend that is getting worse, starting on the 25th.
