Spin up ES cluster for Logging

Action item from https://gitlab.com/gitlab-com/infrastructure/issues/2225#note_36411837

After https://gitlab.com/gitlab-com/infrastructure/issues/2404 is done, create a new ES cluster (managed by terraform and using gitlab_elasticsearch cookbook).
